⚡️Comment by Aide to the President Yury Ushakov following President Vladimir Putin’s videoconference with President of China Xi Jinping(February 4, 2026) Read in full 💬Yury Ushakov: Friends, I would like to brief you on the substantive negotiations between President of Russia Vladimir Putin and President of the People’s Republic of China Xi Jinping, held via videoconference. <...> The Leaders, in a friendly and trusting manner, summarised the outcomes of the past year and thoroughly discussed plans for the development of Russia-China relations in the current year. <...> Vladimir Putin and Xi Jinping agreed that it is necessary to maintain permanent bilateral consultation mechanisms across all channels – the security councils, foreign ministries, and defence agencies – to complement their personal communication. This pertains to the swift alignment and coordination of approaches on current matters, including sensitive ones, to ensure timely responses to emerging challenges and threats. <...> Vladimir Putin and Xi Jinping once again noted that the comprehensive partnership and strategic cooperation between our two countries are at an unprecedented level, are based on equality and mutual benefit, are not directed against any third parties, and are not subject to short-term political considerations. <...> 📄 On July 16, Russia and China will mark an important date: the 25th anniversary of the Treaty of Good-Neighbourliness and Friendly Cooperation between the Russian Federation and the People’s Republic of China. This foundational document for international relations, which remains fully relevant and in tune with the spirit of the times, has been automatically extended for a further five-year period. During the conversation, President Xi Jinping invited Vladimir Putin to pay an official visit to China in the first half of this year. The invitation was accepted with gratitude, and the dates and details will be agreed separately. The Chinese Leader also invited the President of Russia to take part in the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting, to be held in November in the southern Chinese city of Shenzhen. Russia supports the work of China’s APEC chairmanship, and our President will, of course, be ready to attend the meeting in Shenzhen. <...> 📈 The Leaders paid considerable attention to trade and economic cooperation. It was also mentioned that despite a minor decline due to a number of objective and subjective factors, bilateral trade has been considerably above $200 billion for three years in a row. It is common knowledge that China remains our leading foreign trade partner. <...> Regarding foreign policy issues, the President of Russia and the President of China emphasised the importance of Russian-Chinese cooperation at multilateral platforms, such as the #UN, the #SCO, #BRICS, #APEC and #G20. The Sides reaffirmed the common course for creating a just multilateral world order based on international law. Overall, Moscow and Beijing have been working in coordination with each other on the international stage. It was pointed out that the sides’ positions on the overwhelming majority of international issues are similar or fully coincide. Of course, Vladimir Putin and Xi Jinping also exchanged views on their countries’ relations with the US. Their approaches almost fully coincide, which is evident from their attitude to the US President’s initiative for creating the Board of Peace. Regarding the contacts our countries had with the Donald Trump administration — the Leaders believe that there is a window of opportunity in this regard. In particular, the President of China voiced his support for the ongoing talks in Abu Dhabi within the trilateral working group on security matters. <...> ☝️Cooperation between Moscow and Beijing operates as a powerful, constructive and stabilising factor in the world, while the Russia-China nexus effectively enhances global security, and benefits the Global Majority, as well as the people of both Russia and China. #RussiaChina

🇷🇺🇵🇰 May 1 marks 7️⃣8️⃣ years since the establishment of diplomatic relations between our country and the Islamic Republic of Pakistan. In the early years of #Pakistan’s independence, the Soviet Union provided significant economic assistance to the newly-established state, having supplied back then tens of thousands of tonnes of food grain. In the 1970s, with Moscow’s expertise, Pakistan launched the development of its largest steel mill in Karachi, the Muzaffargarh; Multan-II and Guddu thermal power plants, and a radio station near Islamabad. The USSR also helped in setting up the Oil & Gas Development Company and in developing agriculture in the Islamic Republic. 🤝Enhancing the mutually beneficial partnership with Pakistan is one of Russia’s foreign policy priorities in #SouthAsia. The dialogue between Moscow and Islamabad is actively developing. The bilateral cooperation between our countries is based on mutual respect and consideration of each other’s interests, overlapping positions on the majority of aspects on the international agenda. Regular meetings are held by Russia-Pakistani Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation. In 2023, our mutual trade turnover between our countries exceeded $1 billion. Today, Russian and Pakistani pharmaceutical companies are preparing to launch a joint project to produce insulin in Pakistan. Cooperation in education is also expanding: for the 2025-2026 academic year, 152 Russian government grants have been given for Pakistani students to study at Russian universities. The number of students studying Russian at universities in Pakistan has been steadily increasing year-to-year. 🌐 Russia and Pakistan work closely together on international platforms, including the #UN and the Shanghai Cooperation Organisation (#SCO) which is a key element of the security and sustainable development system in #Eurasia. Pakistan is also one of Russia’s key international partners in addressing the security challenges and threats. We stand ready to continue working together to further strengthen ties between our nations and peoples, and to develop mutually beneficial cooperation in the political, economic, educational, cultural, humanitarian and other areas. 🎉 We extend our warmest greetings to our Pakistani colleagues on this shared landmark day — the anniversary of diplomatic relations between our nations! #RussiaPakistan

🗓 Russia's Foreign Minister Sergey Lavrovattended the 14th Ministerial Meeting of the Member States of the East Asia Summit (#EAS) and the 31st session of the ASEAN Regional Forum (#ARF) which were held in Vientiane on July 27. During discussions on current issues related to the situation in the Asia Pacific Region, the Russian Minister emphasised the importance of efforts to build an open and indivisible architecture of Eurasian security as one of the foundations of the multipolar international order. Apart from #ASEAN, the #SCO and the #EAEU are making a contribution to its strengthening. ❗️ He also indicated the risks to peace and stability in Asia introduced by NATO and the US-created selective bloc mechanisms. He reaffirmed Russia’s commitment to reinforcing ASEAN’s central role in the regional security system through the build-up of an equitable dialogue and practical interaction. Participants in the EAS meeting discussed preparations for the 19th East Asia Summit scheduled to be held in Vientiane in October 2024. At previous summits, Russia proposed initiatives to create a regional epidemic response mechanism and to secure economic growth in the Asia Pacific Region by promoting tourism cooperation. Russia also suggested focusing on the development of remote territories as a possible option for long-term cooperation. ☝️ The ARF session focused on building up the ARF’s potential in counterterrorism, emergency response, and #ICT security. Russia stressed that it is unacceptable to reformat the ARF mandate, restrict certain member states’ access to its activities, or block mutually beneficial cooperation projects for political reasons. The session approved the ARF’s working plans on countering terrorism and transnational crime for 2024-2026, emergency response for 2024-2027, and a Ministerial Statement on strengthening regional cooperation in ferry service safety. 🤝 The participants also summed up the results of the Russian-Indonesian co-chairmanship of the ARF Inter-Sessional Meetings on ICT security in 2022-2024. A number of practical initiatives to combat cybercrime was implemented during that period.

🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025) 💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians. I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE. In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority. Undoubtedly, the Union State is a format that sets the tone for interaction across several areas. In accordance with the resolution adopted by the collegiums and instructions issued by the respective heads of state and government, we primarily focused on promoting cooperation within common integration entities, deepening ties among them, and expanding cooperation with the countries from the Global South. Likewise, we focused on coordinating our efforts on international legal issues, among them countering the West’s sanctions aggression, and other areas. <...> We have facilitated the dialogue between the EAEU and the SCO and BRICS, and the coordination of 2026-2030 EEC-ASEAN Cooperation Programme. We have started looking into the possibility of expanding CIS contacts with African organisations and established cooperation between the CSTO Secretariat and the AU Counter Terrorism Centre. As I mentioned earlier, we have jointly promoted on all international venues the initiative advanced by the President of the Republic of Belarus, Alexander Lukashenko, on the development of the Eurasian Charter of Diversity and Multipolarity in the 21st Century which aligns with the initiative put forward by President of the Russian Federation Vladimir Putin to form a new architecture of equal and indivisible security in Eurasia. <...> We have made significant efforts to expand international support for countering the practice of illegal unilateral sanctions. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...> The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions. We will place special emphasis on sharing experience in foreign policy information support. Following the meeting, we plan to sign a Resolution of the collegiums and a Plan for inter-ministerial consultations for 2026. #RussiaBelarus

Me iniciativën e Presidentit V.V. #DPD26#DitaEDiplomatit

🇷🇺🇧🇾 On June 9-10, Foreign Minister Sergey Lavrovheld talks with Foreign Minister of the Republic of Belarus Maxim Ryzhenkov, who was on his first official visit in Moscow. The talks were held in a traditionally trust-based and truly comradely atmosphere. The Ministers discussed a wide range of key issues of Russia-Belarus strategic partnership and alliance. They focused on diplomatic support for the integration process in the Union State. They voiced coinciding or quite similar positions, while considering current international and regional issues, including the resolution of the Ukraine crisis. The Sides exchanged opinions regarding their future collaboration to forge a Greater Eurasian Partnership and new Eurasian security architecture. Following the meeting, Sergey Lavrov and Maxim Ryzhenkov signed a joint address to the foreign ministers of Eurasian states on drafting the Charter of Eurasian Diversity and Multipolarity in the 21st Century. The Ministers reviewed, in great detail, issues of future integration within the framework of the Collective Security Treaty Organisation (#CSTO), the Eurasian Economic Union (#EEU), the Commonwealth of Independent States (#CIS) and the Shanghai Cooperation Organisation (#SCO), as well as mutual collaboration at the United Nations Organisation and the Organisation for Security and Cooperation in Europe (#OSCE). Addressing a joint news conference, the Foreign Ministers of Russia and Belarus discussed, in great detail, the agreements reached by them. #RussiaBelarus#UnionState

🌐 A meeting in the SCO Plus format was held in Astana. Taking part in the meeting were: • the Leaders of #SCO Member States, • the Heads of delegations from SCO observer countries and dialogue partners, • the Heads of international organisations (the #UN, the #EEC, the Islamic Organisation for Food Security, the #CSTO, the Organisation for Economic Cooperation and Development, #CICA, and the #CIS); • the guests of Kazakhstan’s Presidency. The Russian delegation attending the meeting includes Foreign Minister Sergei Lavrov, Deputy Prime Minister Alexei Overchuk, Deputy Chief of Staff of the Presidential Executive Office and Presidential Press Secretary Dmitry Peskov, and Presidential Aide Yury Ushakov. The theme of the SCO Plus meeting is Strengthening Multilateral Dialogue – Striving for Sustainable Peace and Development. The agenda includes international and regional issues related to the SCO’s cooperation with invited countries. *** 💬 Vladimir Putin: I believe the growing interest in the work of the Shanghai Cooperation Organisation stems from our core values and ideals: a commitment to pursuing a sovereign and independent policy, alongside a collaborative approach with other countries to find collective solutions to global problems. These principles resonate with many around the world. Our association has always emphasised the importance of considering the opinions and perspectives of a broad range of partners, respecting each state’s inalienable right to choose its own development model. It is evident that the SCO is now one of the biggest and most influential regional organisations. As our chairman mentioned, its member countries are home to nearly half of the world’s population, produce about a quarter of the global GDP, and possess substantial intellectual and technological potential, as well as a significant portion of the world’s natural resources. The active participation of the SCO in multilateral cooperation across various fields is particularly crucial in the current challenging international landscape, where fundamental political and economic transformations are taking place. ☝️ The world is becoming genuinely multipolar, with an increasing number of states ready to decisively assert their legitimate rights and interests. New centres of power are emerging, and the Shanghai Cooperation Organisation is solidifying its position as one of these key centres. Therefore, the topic we have brought up for discussion is highly relevant: Strengthening Multilateral Dialogue – Striving Towards a Sustainable Peace and Prosperity. This theme encapsulates the core mission of the SCO since its inception in 2001 – fostering an atmosphere of security and trust throughout our shared Eurasian region. In this context, we appreciate the sincere and concrete proposals from SCO member countries for the peaceful resolution of the Ukrainian crisis, a result of the reckless and intrusive policies of the United States and its satellites. As you know, Russia has never refused to negotiate, and is now ready to continue peace talks. It is Ukraine that withdrew from the talks, and it also did so publicly, on direct orders from London – which means Washington was also involved, there is no doubt about it – as Ukrainian officials have admitted bluntly and openly. The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table. They were initialed by Ukraine’s chief negotiator, which means that, to all appearances, Ukraine found them acceptable. These agreements, the Istanbul agreements, remain on the table and can be used as a starting point for further negotiation. The SCO member states coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.

#RussiaChina 🇷🇺🇨🇳 On September 25, Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Wang Yi on the sidelines of the 79th session of the UN General Assembly. The Parties praised the development of political dialogue and practical cooperation between Russia and China amidst the highly turbulent international situation. Focus was placed on the implementation of agreements reached at the higher level, as well as the preparations for the BRICS summit in Kazan and new contacts between the two countries’ leaders. The Ministers stressed the importance of enhancing the two countries’ foreign policy coordination at international platforms, such as the #UN and its Security Council, #BRICS, #SCO, #APEC, #G20, and other formats. Sergey Lavrov and Wang Yi mentioned that Western countries’ illegitimate sanctions imposed in circumvention of UN Security Council resolutions are unacceptable as they undermine the stability of the global economy and universal forms of trade and economic cooperation. An in-depth discussion was held on global and Eurasian security, including settlement process for the Ukrainian crisis and measures to counter the West in escalating the situation in the Asia-Pacific region and around Taiwan, as well as on a number of other issues on the regional agenda. The conversation took place in the traditionally trust-based and constructive spirit typical of the Russian-Chinese strategic partnership. #UNGA79
