@RusEmbMalta Press Release 🇷🇺On the Outcomes of President Vladimir Putin’s Visit to the Republic of Tajikistan Dushanbe, October 10, 2025 Over three days in Dushanbe, President Vladimir Putin took part in a series of high-level events that underscored Russia’s strategic partnership with Tajikistan and reaffirmed the Commonwealth of Independent States (CIS) as a vital mechanism for regional cooperation. The visit included the meeting of the CIS Heads of State Council, the Russia–Central Asia Summit, and a press conference that summarized the results of these engagements. At the CIS Summit, President Putin emphasized that the Commonwealth has evolved into a strong regional association with a common market and humanitarian space. Trade between Russia and CIS countries grew by 7% in 2024, reaching $112 billion, with 96% of settlements now made in national currencies – a milestone for financial sovereignty. He underscored efforts in import substitution, technological leadership, and joint security, highlighting new agreements on: 🔹 counterterrorism 🔹 external border protection 🔹 transnational crime 🔹 energy security 💬 “We are building a stable financial system independent of outside influence. This strengthens our sovereignty and ensures balanced development,” the President noted. During the news conference, President Putin described Tajikistan as “a key partner in Central Asia” and outlined prospects for cooperation in energy, transport, and education. Responding to questions, he confirmed the decision to establish a new format – CIS+, allowing other interested countries to engage in partnership dialogue. President Vladimir Putin also reiterated that Russia remains committed to the Anchorage framework in dialogue with the United States, aiming for a peaceful settlement of current crises. In closing, Vladimir Putin stressed that the CIS and Central Asian cooperation serve as a foundation for unity, shared development, and preservation of cultural and historical ties: “While our nations are diverse, much unites us. @RusEmbMalta Press release: 🌍New Global Security Architecture Discussed in Moscow🇷🇺 On May 27-29, Moscow hosted the 13th International Meeting of High Representatives for Security Issues, bringing together delegations from 105 countries – including members of #BRICS, #SCO, #ASEAN, #CIS, the African Union, and others. 🔹 In a video address, President Vladimir Putin welcomed the participants and emphasized the rising role of the Global South and East, which he called the "global majority". He stressed the need for a new, equal and indivisible security system – one where “no country strengthens its security at the expense of others.” 🔹Foreign Minister Sergey Lavrov underlined the historic momentum behind multipolarity and the growing influence of new centers of power in Eurasia, Africa and Latin America. 🌐 The Leningrad Region hosted an informal meeting of the Commonwealth of Independent States (CIS) leaders (December 25, 2024). 💬President of Russia Vladimir Putin: Before we start working, unfortunately, I have to say a few words about a tragedy that happened in Aktau today. People have been killed in an air crash, and many more have been injured. As we have just noted, I would like, on your behalf, to offer condolences to the families of the deceased and to all the injured. We will hope that they recover. By agreement with the President of Kazakhstan, an aircraft of the Russian Ministry for Civil Defence, Emergencies and Disaster Relief will deliver medical personnel and the required additional equipment to Aktau. *** Over the past year, Russia focused its efforts as part of its #CIS chairmanship on promoting Eurasian integration, consolidating the international standing of the CIS, as well as enabling its executive bodies to be effective in their work. We made forging deeper economic ties our priority, while also seeking to ensure the free movement of goods, services, as well as remove trade barriers and streamline customs clearance procedures. 📈 In this context, let me note that Russia’s trade with CIS member nations increased by 10.6 percent in the first ten months and slightly exceeded $93 billion. Our countries have greatly improved their macroeconomic performance. The aggregate GDP for the CIS is expected to increase by 4.7 percent in 2024, which places the CIS above the global average. <…> CIS countries have expanded their cooperation in the foreign exchange and financial sectors by becoming increasingly proactive in using their own independent foreign exchange transaction frameworks, payment systems and settlement tools. In fact, national currencies accounted for over 85 percent of commercial transactions within the CIS. *** ☝️It is notable that the CIS countries have the same or close views on the key global and regional issues. At the same time, all CIS countries stand for creating a just world order based on the universally recognised principles of international law and the central role of the #UN. #Victory80 Of course, the CIS countries also remember and hold sacred the immortal heroism of our peoples, the peoples of the Soviet Union who fought side by side to bring our victory in the Great Patriotic War. Next year, we will celebrate a landmark date, the 80th anniversary of Victory, and so the year 2025 has been declared the Year of Peace and Unity in the Fight Against Nazism in the CIS. <...> Friends, we look forward to seeing you at the celebrations in Moscow on May 9. We also hope that military units from the CIS countries will take part in the parade on Red Square. On January 1, 2025, Russia will hand over the CIS chairmanship to Tajikistan. I would like to wish success to Mr Emomali Rahmon and all our Tajik friends. We are ready to provide all the necessary assistance to them. #Announcement 🗓The 31st OSCE Ministerial Council meeting (Ministerial Council) will be held in Valletta, Republic of Malta, on December 5-6, with the participation of Foreign Minister Sergey Lavrov. <...> During the forthcoming Ministerial Council meeting, the Russian delegation will focus on assessing the possibility of overcoming the organisation’s crisis on the eve of its 50th anniversary. The Russian delegation looks forward to having a candid discussion of the backlog of issues and ways to resolve them under fundamentally new conditions, while respecting the interests of all participating states free from the teacher-disciple approach, and so on. ☝️Special attention will be brought to the failure to issue visas to members of the Russian delegation who planned to attend various OSCE events, including the upcoming Ministerial Council meeting. Cancelling, right before the event, a visa that had been earlier issued by the Maltese Chairpersonship to Foreign Ministry Spokeswoman Maria Zakharova, allegedly "due to circumstances beyond their control," was unprecedented. ❗️The current institutional crisis within the OSCE was triggered by the destructive actions of a number of Western countries that are using this platform to promote their own agenda in disregard of the fundamental principles underlying the Organisation’s functioning, which must be abided by all participating states regardless of their membership in other international entities. Since 2022, the Ukrainianisation of the OSCE’s agenda has paralysed its activities across the three security dimensions, namely, political and military, economic and environmental, and humanitarian. <...> 🇷🇺 At the meetings of the OSCE’s decision-making bodies - the Permanent Council and the Forum for Security Cooperation - Russian representatives have been regularly raising the most pressing OSCE-related issues, such as combatting terrorism and drug trafficking, protecting traditional values, countering manifestations of neo-fascism and neo-Nazism, preventing the falsification of history, protecting the rights of ethnic minorities and believers, and ensuring access to information. The participating states must unite their efforts in these areas. The Russian Federation regularly provides objective updates to the participating states’ delegations about the war crimes committed by the Kiev regime, the ongoing all-out campaign in Ukraine to cancel the Russian language and Russian culture, the persecution of the Ukrainian Orthodox Church, and reprisals against the national media. <...> The OSCE’s specific executive bodies, such as the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities (HCNM), and the Representative on Freedom of the Media, continue to see major complaints coming their way. These institutions have repeatedly manifested their political bias. The ODIHR stands out distinctly in this context, as it is known for conducting openly biased monitoring of election processes in the countries that lie “east of Vienna” and making advance preparations for “anticipated” conclusions on their outcomes. The Representative on Freedom of the Media is also known for practicing double standards and conspicuous silence when it comes to unfair treatment of non-Western media within the Organisation’s space. Russia does not see the HCNM paying proper attention to matters of oppressing ethnic minorities. 👉 Given the current state of the OSCE, we can hardly talk about it playing any meaningful role amid the ongoing profound reformatting of the world. The organisation would undoubtedly benefit from close cooperation with formats such as the #SCO, #BRICS and the #CIS, which are operating based on fundamentally new approaches. 🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day. #OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism. Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security. Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations. 🤝 We congratulate the fraternal people of Belarus on the national holiday.
