@RusEmbMalta Press release 🇷🇺🎙️President Vladimir Putin’s Answers to Media Questions Following the State Visit to Kyrgyzstan and the CSTO Summit Bishkek, 27 November 2025 The President of Russia commented on the outcome of discussions held in Bishkek, addressing the current negotiation track with the United States, the military situation in Ukraine, and broader international issues. 🔹On the draft “peace treaty” The President underlined that there was no draft treaty as such – only a set of issues proposed for discussion and subsequent formalisation. Prior to his visit to the United States, including the trip to Alaska, these matters were examined with American negotiators. It was in the course of those consultations that a detailed list of potential understandings was shaped and later passed to Russia through established channels, after which it was carefully reviewed. 🔹On the negotiation process President emphasized that it is necessary to sit down and discuss specific elements seriously, translating all positions into diplomatic language. Russia has never planned and does not intend to “attack Europe” – “this sounds ridiculous to us” – but if partners want this formalized in writing, Russia is ready to do so. The President confirmed that Russia is fully prepared for substantive discussion. An American delegation is expected to arrive in Moscow next week. Russian negotiators are led by the Ministry of Foreign Affairs. From the Presidential Administration, Aide to the President Vladimir Medinsky continues to oversee the process from the outset, while Aide Yury Ushakov has also been instructed to coordinate the ongoing work and maintain contact with U.S. counterparts. 🔹On the situation in Ukraine Ukrainian forces must withdraw from the territories they occupy – only then will hostilities cease. If they do not withdraw, Russia will achieve this militarily. Across all sectors of the front, the President noted a positive dynamic. Moreover, the pace of advance by Russian forces is increasing significantly. The main problem for the Ukrainian military, according to the President, is the growing gap between losses and the number of troops they are capable of sending to the line of contact. In October alone, Ukraine suffered 47,500 losses, while mobilization yielded only around 16,500, with a further 14,500–15,000 returning from hospitals. The monthly deficit is therefore around 15,000, following a deficit of 10,000 the previous month. This gap continues to widen. High levels of desertion in the Ukrainian forces are reported not only by Russian sources but also by Western media, which the President stressed is impossible for Kiev’s partners to conceal. 🔹On the EU initiative for asset confiscation Hungary, as an EU member state, is fully aware of the consequences. The Hungarian Prime Minister, the President noted, understands how such actions would affect the European currency. Any move to confiscate Russian assets will have serious negative consequences for the global financial system, sharply reducing trust in the eurozone. This comes at a time when the locomotive of the European economy – Germany – has been in recession for the third consecutive year. 🔹On the Ukrainian leadership and legitimacy Signing documents with the current Ukrainian leadership is, in the President’s words, meaningless. He reiterated that Kiev committed a fundamental strategic mistake by refusing to hold presidential elections, leading to the loss of legitimacy. Russia itself, despite being in an armed conflict, held presidential elections as well as municipal and regional elections – “we do all this, and they, for some reason, do not”. Russia ultimately seeks to reach an agreement with Ukraine, but at present this is legally impossible. Russia accepted the US-proposed concept for negotiations based on security and territorial realities. Moscow is ready for a Putin–Trump summit in Budapest – if it proceeds from the Anchorage understandings. Assertions that “Russia is not ready for talks” are false and stem from Western media distortions. 🔹On the Special Military Operation Russia’s objective is to protect millions whose identity and language were curtailed by the Kiev authorities. Moscow seeks to prevent NATO from turning Ukraine into an anti-Russian military bridgehead. Russian forces strike only military targets, avoiding civilian casualties. 🔹On Losses Publishing detailed battlefield statistics is not customary. Russia transferred over 9,000 bodies of Ukrainian personnel this year, while receiving 143 of its own – “draw your own conclusions.” 🔹On Ukraine’s Future Status Russia insists on Ukraine’s neutral, non-aligned, non-nuclear status. Kiev must return to its constitutional obligations on the rights of Russian and other minorities. Claims of Russian “dependence” are misplaced. 🔹On Italy Russia separates nations from governments. Italy’s rapid alignment with policies aimed at Russia’s “strategic defeat” damaged bilateral ties. Cultural cancellations and the rupture of people-to-people contacts contradict Italy’s traditions. If Rome chooses dialogue, Moscow is ready to listen. @RusEmbMalta Press Release: 🇷🇺 Russia Stands for Peace, Dialogue and Sovereignty in the Balkans The Embassy of the Russian Federation in Malta draws attention to the situation in Bosnia and Herzegovina, which continues to raise serious concern. 🇷🇺Russia firmly opposes the ongoing attempts by Western members of the Peace Implementation Council to distort the Dayton Peace Agreement (1995) and to impose a centralized political model on Bosnia and Herzegovina under external control. Such actions undermine the very foundation of the Dayton framework endorsed by UN Security Council Resolution 1031 (1995), threaten the coexistence of the three constituent peoples – Bosniaks, Serbs and Croats – and erode the autonomy of the Republika Srpska and the Federation of Bosnia and Herzegovina. 🕊️ Moscow’s position is clear: the future of Bosnia and Herzegovina must be determined by its peoples through equal dialogue and consensus, not through diktat from abroad. The activities of the so-called “High Representative” Christian Schmidt – who was never approved by the UN Security Council – have no legitimacy and represent direct interference in the internal affairs of a sovereign state. 🇷🇸 Russia also consistently defends the sovereignty and territorial integrity of the Republic of Serbia, as reaffirmed in UN Security Council Resolution 1244 (1999). Attempts by Western countries to legitimise Pristina’s unilateral declarations and to pressure Belgrade into recognition of Kosovo are unlawful and destabilising. Such actions are viewed in Moscow as short-sighted and counterproductive, serving neither the interests of peace nor the long-term stability of the European continent. The ongoing supply of weapons, financial resources, and political backing to Kiev only deepens the confrontation, prolongs hostilities, and increases the suffering of civilians. Russia stresses that the current policy of the EU effectively transforms Europe into a participant in the conflict, undermining its role as an independent center of diplomacy and stability. The growing militarization of the European space, the deployment of NATO infrastructure near Russian borders, and the escalation of sanctions pressure have all contributed to a dangerous erosion of Europe’s security architecture. Attempts to justify these steps under the pretext of “supporting democracy” in Kiev ignore the reality of widespread corruption, human rights violations, and the suppression of dissent by the current authorities. The continued allocation of billions of euros to maintain the Kiev regime, at the expense of the social and economic needs of EU citizens themselves, is increasingly questioned within Europe. The Russian Federation once again emphasizes that the path to peace lies not through escalation, coercion, or economic blackmail, but through responsible diplomacy and mutual respect. This task was one of the central issues on the agenda of the informal EU summit held on 1 October in Copenhagen. Brussels intends to solve this by using frozen Russian sovereign assets. According to the European Commission's plan, funds amounting to 140 billion euros are to be allocated to Bankovaya street as an interest-free loan, which it is unlikely to ever repay. Maintaining the Zelensky regime is becoming increasingly expensive for Brussels; money is becoming scarcer, and there are no new sources. Therefore, European officials are trying so unceremoniously to appropriate Russian funds. #KievRegime#terrorism#Africa New evidence continues to emerge of the Zelensky regime's support for terrorist groups in the Sahara-Sahel region of Africa. The security apparatus of the Libyan Government of National Unity, with British mediation, has established cooperation with Ukrainian militants, including Kiev's supply of attack UAVs and training activities conducted by instructors from the Main Intelligence Directorate of the Ministry of Defence of Ukraine. There are facts confirming the cooperation of the Libyan Government of National Unity with Ukrainians in organising and supporting terrorist operations in Sahel countries, including Niger. On 1 October, Sudanese military intelligence colonel Fatah al-Sayyid reported that Ukrainian and Colombian mercenaries, who fought on the side of the rebel Rapid Support Forces of Sudan, suffered heavy losses in battles in the western part of the country. It is known that they used Ukrainian-made drones. All this criminal activity is coupled with the mass illegal sale of Western weapons and ammunition by the Armed Forces of Ukraine. Their presence in terrorist formations is recorded in Burkina Faso, the Democratic Republic of Congo, Mali, Niger, Sudan, Somalia, Syria, the Central African Republic and Chad. #Russia#UN On October 1, Russia assumed the monthly presidency of the UN Security Council, one of the principal organs of the United Nations. According to the UN Charter, the Security Council bears the primary responsibility for maintaining international peace and security. The visit included the meeting of the CIS Heads of State Council, the Russia–Central Asia Summit, and a press conference that summarized the results of these engagements. At the CIS Summit, President Putin emphasized that the Commonwealth has evolved into a strong regional association with a common market and humanitarian space. Trade between Russia and CIS countries grew by 7% in 2024, reaching $112 billion, with 96% of settlements now made in national currencies – a milestone for financial sovereignty. Instead, it led to growing conflicts and divisions between the West and the Global Majority. 🔹 Military interventions and unilateral sanctions remain instruments of pressure, while promises to developing countries – including climate financing – have not been fulfilled. 🔹 Neo-colonial practices create tensions not only with the Global South, but also within the Western bloc itself.
