🗓On April 26, Saint Petersburg 🇷🇺 hosted the 20th ASEAN-Russia Senior Officials' Meeting (#ARSOM).
🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. AndreyRudenko🇷🇺 and Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia H.E. Mr. Kung Phoak🇰🇭.
🔹 Participants discussed ways and means of further promoting the ASEAN-Russia Strategic Partnership in political, economic and humanitarian spheres. They agreed to undertake steps to deepen practical cooperation in such areas as science and technology, energy security, education, people-to-people ties and digitalization.
🔹The meeting reiterated shared intention to jointly address challenges and threats, strengthen ASEAN-led regional security architecture in Asia-Pacific. Issues of promoting cross-platform links between #ASEAN, #EEU and #SCO were also on the agenda.
🔹️On the sidelines of the ARSOM H.E. Mr. Andrey Rudenko held bilateral consultations with the heads of delegations of Cambodia 🇰🇭, Indonesia 🇮🇩, Lao PDR 🇱🇦 and Vietnam 🇻🇳.

✅ The Russia - ASEAN Foreign Ministers’ Meeting co-chaired by the Russian Federation and the Kingdom of Cambodia showed that the Russia - ASEAN strategic partnership is unaffected by the geopolitical environment.
✅ The ASEAN countries welcomed Russia’s firm support for the Association’s central role in the regional architecture and unity of its states, and the active role of our country in ASEAN-centric mechanisms, including the East Asian Summit, the ASEAN Regional Forum on security and the meeting of the ASEAN Defence Ministers and Dialogue Partners.
✅ The participants reaffirmed their plans to hold a second round of Russia-ASEAN consultations of senior security officials and the second dialogue on cybersecurity in the latter half of 2022.

💬 It is a genuine pleasure to join you all here in Kuala Lumpur today.
First, I would like to thank Malaysia for the hospitality and the excellent organisation of today’s event, and express gratitude to Myanmar, as the coordinator of the Russia-ASEAN dialogue, for its efforts in advancing our strategic partnership.
This year marks the 80th anniversary of Victory in World War II. The defeat of Nazi Germany and militarist Japan, to which our country made a decisive contribution, created the conditions for the decolonisation process in Asia and elsewhere, and the subsequent formation of a modern security and cooperation architecture in the Asia-Pacific region. The association lies at its core.
🤝 The first Russia-ASEAN summit was held right here in Malaysia’s capital 20 years ago. It not only elevatedourdialogue to a whole new level, but also cemented its comprehensive nature, as reflected in the Declaration adopted at the leaders’ meeting. Then, in 2018, our partnership was officially granted strategic status.
Today, it is safe to say that ASEAN is truly Russia’s reliable friend and like-minded partner. We are united by our commitment to broad-based and equitable international cooperation based on the UN Charter and the full set of interconnected principles that are laid out in the Charter. For our part, we consistently support the centrality of ten ASEAN countries in regional affairs.
🌐 Next year will mark the 35th anniversary of Russia-ASEAN relations, which, as I just mentioned, have gained fundamentally new depth over the years. Russia-ASEAN partnership strongly contributes to stability in the Asia-Pacific region. Cooperation in politics, security, and countering new challenges and threats continues to make strides. The economy, energy, agriculture, and humanitarian ties are marked by positive dynamics.
We believe today’s meeting will help unlock further potential in our dialogue, expand its sectoral agenda, and launch new joint mechanisms especially in science-intensive and high-tech sectors.
✍️ The adoption of a new Russia-ASEAN policy paper for 2026-2030 is intended to advance these objectives. This document will outline current goals and priority cooperation areas.
We look forward to a constructive outcome from today’s discussions.

🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security.
ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR).
In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF.
☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture.
This year marks the 20th anniversary of the first #RussiaASEAN summit, which was also held in Kuala Lumpur. During the Russia-ASEAN Ministerial Meeting on July 10, the sides will discuss a broad range of political, trade, economic, social and cultural issues in the framework of the implementation of the five-year Comprehensive Plan of Action to Implement the ASEAN-Russia Strategic Partnership, which their leaders approved in 2021, as well as the preparation of a similar document for the next five years. <...>
📈 In 2024, Russia’s trade with ASEAN countries has increased by 5.8 percent and reached $23.2 billion. Their total investment in the Russian economy in January through September 2024 amounted to $2.3 billion, and Russia’s total investment in Southeast Asia was $12.4 billion. <...>
The Association has been successfully developing links with both the #EAEU and the #SCO, building upon the memorandums of understanding between ASEAN and the EEC (2018) as well as the SCO Secretariat (2005).

👉 The East Asia Summit serves as a platform for strategic dialogue among Asia-Pacific leaders, including on issues such as strengthening regional security architecture. Priority areas of sectoral cooperation span the economy, energy, environmental protection, public healthcare, maritime cooperation, emergency response, food security, education and regional connectivity. <...>
Russia has put forward a package of specific initiatives for the East Asia Summit. These proposals comprise creating a pan-regional collaboration mechanism for epidemic prevention, strengthening economic links through expanded tourism collaboration and remote regions development.
For 2025, we have proposed that EAS leaders adopt a joint statement on enhancing social and cultural connectivity.

👉 We regard the ASEAN Regional Forum (ARF) as one of the crucial platforms for addressing topical regional challenges, developing measures to build confidence and advance preventive diplomacy, as well as fostering depoliticised security cooperation.
Forum participants will approve several practical initiatives. Russia’s priorities include enhancing capabilities to prevent the use of information and communications technologies for criminal purposes.

🇷🇺🇱🇦 On June 25−29, Foreign Minister of the Lao People’s Democratic Republic (Lao PDR) Thongsavanh Phomvihane arrives in Moscow on an official visit.
He is to hold talks with Foreign Minister Sergey Lavrov, and Minister of Construction and Utilities, Chair of the Russian chapter of the Russia-Laos Intergovernmental Commission for Trade, Economic, Scientific and Technical Cooperation Irek Fayzullin.
Rooted in years-old traditions of friendship and cooperation, Russia-Laos ties enjoy a high level of trust. Our country has proactively supported the people of Laos in their national liberation struggle, as well as their efforts to establish and develop the Lao People’s Democratic Republic.
🗓 October 7 will mark 65 years of diplomatic relations between our two countries. On March 9, 1994, Russia and Lao PDR signed the Treaty on the Principles of Friendly Relations. In October 2011, they adopted a Declaration for Strategic Partnership between Russia and Laos in the Asia-Pacific Region.
There has been positive momentum in the political dialogue between Russia and Laos, including at the highest level. <...> The two countries have also stepped up on the the parliamentary track, bolstering their ties.
🤝 Russia and Laos share close or converging views views on key international matters, which serves as a solid foundation for their effective cooperation within the leading international and regional structures.
Vientiane has adopted a balanced position in the context of the Ukraine crisis and has demonstrated that it understood the causes which led to the special military operation. Laos has been supporting most of Russia’s initiatives at the UN General Assembly and has not joined the confrontational anti-Russian resolutions.
The two countries have been working together within #ASEAN and other ASEAN-centric mechanisms in a constructive manner.
Laos has expressed its readiness to take part in the activities of the Shanghai Cooperation Organisation (#SCO) as a dialogue partner. <...> In his remarks at the #BRICS meeting in the outreach/BRICS+ format in October 2024 in Kazan, President of the Lao PDR Thongloun Sisoulith said that his country was interested in joining BRICS in the future.
One of the priority areas of bilateral relations is the development of military and military-technical cooperation. Lao representatives consistently participate in international events organised by the Russian Ministry of Defence. <...> Our two nations are intensifying collaboration in security and law enforcement.
📈 Bilateral trade and economic relations continue to grow steadily. In 2024, trade turnover between Russia and Laos increased by 65 percent to $23.8 million.
Cultural engagements thrive.
Education remains a vital area of cooperation. Over 8'000 civilian and 2'000 military specialists for Laos have been trained in Russia.

🗓 On March 2, Russia hosted the 1st ASEAN-Russia Young Diplomats Summit in Sochi 🇷🇺. The event was held under the Co-Chairmanship of Russia and Lao PDR 🇱🇦 in conjunction with the VII Global Forum of Young Diplomats and on the sidelines of the World Youth Festival 2024 (#WYF2024).
🔹️The Summit brought together young diplomats from Russia and #ASEAN Member States, representatives of the Russia-ASEAN Business Council and the ASEAN Center in MGIMO University.
🔹️Diplomats from ASEAN Member States and Russia exchanged views on the trends of modern diplomacy and shared their vision of the prospects for ASEAN-Russia Strategic Partnership. They discussed new areas of cooperation in the fields of science and education, volunteering, development of people-to–people contacts, business, sports and e-sports ties.
🔹️Russian Ambassador to ASEAN H.E. Mr. Evgeny Zagaynov in his welcoming remarks emphasized the special attention Russia is paying to strengthening youth-to-youth interaction with ASEAN countries. Executive Director of the Russia-ASEAN Business Council Daniyar Akkaziev noted the role of young entrepreneurs from Russia and ASEAN in promoting the creative industries. Experts from @aseancentremgimo discussed the importance of academic exchanges in deepening dialogue with the countries of Southeast Asia.
🔹️The ASEAN-Russia Young Diplomats Summit paved the way for new creative initiatives to empower youth and increase their opportunities to be involved in decision-making.
