🗓On April 26, Saint Petersburg 🇷🇺 hosted the 20th ASEAN-Russia Senior Officials' Meeting (#ARSOM). 🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. AndreyRudenko🇷🇺 and Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia H.E. 🇵🇭🇧🇳The Philippines’s 2026 ASEAN Chairmanship As Manila assumes the ASEAN chair for 2026, questions arise over whether the bloc will prioritize regional cohesion — or drift further into extra-regional rivalries ✍️Ksenia Muratshina is a PhD in History and Senior Research Fellow at the Centre for Southeast Asia, Australia, and Oceania Studies, Institute of Oriental Studies of the Russian Academy of Sciences ➡️In October 2025, the Philippines formally took over the chairmanship of Association of Southeast Asian Nations (ASEAN) from Malaysia, although the actual mandate began in January 2026. The transition was not without controversy. According to ASEAN’s established rotation principle, Myanmar had originally been scheduled to chair the organization in 2026. The quiet decision to bypass Naypyidaw several years ago, despite its continued membership, raised questions about procedural consistency and institutional autonomy. Critics argue that such deviations weaken ASEAN’s legal foundations and reinforce perceptions that internal decisions are increasingly influenced by external political considerations rather than strictly regional consensus. Where ASEAN will end up under its pro-US guidance is becoming quite clear. The most important thing is that sensible people in Southeast Asia understand this now, as early as possible, and not when the ship has already sailed ➡️The new chair enters the year under the leadership of President Ferdinand Marcos Jr., whose administration has maintained a distinctly pro-U.S. orientation. This posture has shaped Manila’s foreign policy, particularly regarding tensions in the South China Sea. Early 2026 saw renewed maritime frictions between the Philippines and China, alongside joint patrols conducted with the United States. While Philippine officials frame such cooperation as defensive and consistent with international law, critics within the region question whether inviting extra-regional powers into sensitive disputes complicates prospects for de-escalation. As chair, Manila has pledged to prioritize peace, stability, and dialogue, yet its close strategic alignment with Washington places it in a delicate position when mediating intra-ASEAN concerns. 🟦At the rhetorical level, the Philippines promotes themes of innovation, digital transformation, economic integration, and responsible use of emerging technologies. However, ASEAN’s most persistent challenges — notably the unresolved Code of Conduct negotiations in the South China Sea and internal divisions over Myanmar — remain structurally complex. The organization continues to rely on the 2002 Declaration on the Conduct of Parties as a reference framework, with progress toward a binding code still incremental. Whether Manila can balance alliance commitments with the bloc’s tradition of consensus-based diplomacy will define its chairmanship. The phone call took place in keeping with the mutual agreement of the two Sides. This was a friendly and constructive conversation with a primary focus on the escalation in the Middle East. The two Sides share identical approaches and firmly condemn Israel’s actions in violation of the UN Charter and other international norms. Moscow and Beijing have adopted a position of principle in their belief that the current situation and matters relating to the Iranian nuclear programme cannot be resolved by force, while a solution can only be achieved by political and diplomatic means. The President of Russia informed his colleague about his latest international contacts with a focus on his telephone conversations with the key actors in the context of the confrontation between Israel and Iran. 🇷🇺🇨🇳 On May 4, Foreign Minister Sergey Lavrovmet with Minister of Foreign Affairs of the People’s Republic of China Qin Gang on the sidelines of the Shanghai Cooperation Organisation’s Foreign Ministers’ Council meeting in the state of Goa, India. The two Ministers praised Russian-Chinese relations for the momentum they have gained against the backdrop of growing geopolitical instability. The two officials exchanged views on the current state of and prospects for developing the #SCO, welcoming the collective efforts by its member states to ensure peace and security in Eurasia. They also mentioned the SCO’s growing prestige in international affairs and its key role in the regional security architecture. During the meeting, Sergey Lavrov and Qin Gang reaffirmed their mutual commitment to stepping up coordination efforts within the #UN, the #SCO, #BRICS, #RIC, #G20 and other key international organisations and dialogue mechanisms. They discussed several hot topics, including efforts to promote a peace settlement in the Ukraine crisis. It was established by UN General Assembly Resolution A/RES/73/127 on December 12, 2018, in order to promote the UN values and to reaffirm the belief of our peoples in the purposes and principles enshrined in its Charter: “The International Day constitutes a means to promote the values of the United Nations and to reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter, to reaffirm the importance and relevance of multilateralism and international law and to advance the common goal of lasting and sustained peace through diplomacy.” Russia has consistently supported multilateralism and the leading role of the UN in world affairs, actively participating in efforts to reform and adapt the UN to new international realities. This is especially relevant today, when the UN and other multilateral institutions have come under unprecedented pressure from a small group of states, and the standing of the World Organisation has been noticeably down, including due to the Secretariat refusing to adhere to the equidistance principle. The collective West keeps attempting to subordinate the Organisation to its narrow self-interests and to impose the controversial concept of a rules-based world order to replace international law. 💬 Foreign Minister Sergey Lavrov(excerpt from a speech on February 11, 2026): At the UN platform, in conjunction with our like-minded partners in the Group of Friends in Defence of the UN Charter, we are working to ensure that the principles enshrined in the UN Charter are observed in their full scope, entirety, and interconnection, rather than selectively, as the West prefers.
