🎙 Russia's Foreign Minister Sergey Lavrov’s remarks at the International Symposium 'Inventing the Future' (Moscow, November 4, 2024) Key talking points: • The global balance of power is undergoing transformative changes, driven by the objective trends in the world economy where the influence of the states of the Global South and the Global East, and indeed the World Majority, is growing. • The economic resurgence enables an increasing number of non-Western nations to consistently bolster their sovereignty and to pursue a nationally oriented agenda in both foreign and domestic policy. • Following the start of the special military operation in Ukraine, Washington and its allies, as part of the hybrid war they are waging, have launched an aggressive sanctions campaign against Russia. In the past decade, more than 21,000 sanctions have been imposed on our country across various domains, including economy, finance, trade, investment, media, culture, sport, and broadly, people-to-people contacts. These neo-colonial practices of the West primarily impact the developing countries of Asia, Africa, and Latin America. • The adverse effect of this campaign against the undesired is that the West is undermining itself. <...> Western capitals have conveniently forgotten principles such as fair competition, the inviolability of property, the presumption of innocence, among others. • When economic pressure fails to sway truly sovereign nations, the West, led by the United States, resorts to threats, blackmail, and even the use of force. • It is sad to state that the ruling elites in many European countries evidently see no future for themselves in a multipolar world and are looking instead to the overseas hegemon to save them. • The West is never satisfied with what they have. The war they started against Russia in Europe wasn’t enough. • NATO now plans to conduct “defensive” operations in the South China Sea and the Taiwan Strait which lie thousands of miles away from its shores. Any right-minded observer knows that this path will lead nowhere. • The obsession [of the West] with controlling absolutely everything has led to a rash of tragedies in the Middle East. • This year, yet another independent UN member — Yemen — came under an aggression of the West [Anglo-Saxons]. The Syrian Arab Republic is still reeling from the shock of American interference. The United States has effectively blocked all multilateral mechanisms aimed at promoting the Palestinian-Israeli settlement. • The serious challenges facing the world call for a united effort based on equality, rather than submission to those who seek global dominance. • Establishing direct contacts and horizontal ties among all regional integration entities and with #BRICS which already includes the key countries that are regional leaders, is a significant step towards multipolarity. • Another area of focus is the de-dollarisation of the international financial and economic system. I wish to remind you that the share of national currencies in Russia's transactions with the #SCO and #EAEU countries has surpassed 90%, and with the BRICS nations, we are approaching 65%. This figure continues to grow. 🇺🇳 People often ask: what will multipolarity rely on in terms of international legal foundation? #Announcement 🗓The 31st OSCE Ministerial Council meeting (Ministerial Council) will be held in Valletta, Republic of Malta, on December 5-6, with the participation of Foreign Minister Sergey Lavrov. <...> During the forthcoming Ministerial Council meeting, the Russian delegation will focus on assessing the possibility of overcoming the organisation’s crisis on the eve of its 50th anniversary. The Russian delegation looks forward to having a candid discussion of the backlog of issues and ways to resolve them under fundamentally new conditions, while respecting the interests of all participating states free from the teacher-disciple approach, and so on. ☝️Special attention will be brought to the failure to issue visas to members of the Russian delegation who planned to attend various OSCE events, including the upcoming Ministerial Council meeting. Cancelling, right before the event, a visa that had been earlier issued by the Maltese Chairpersonship to Foreign Ministry Spokeswoman Maria Zakharova, allegedly "due to circumstances beyond their control," was unprecedented. ❗️The current institutional crisis within the OSCE was triggered by the destructive actions of a number of Western countries that are using this platform to promote their own agenda in disregard of the fundamental principles underlying the Organisation’s functioning, which must be abided by all participating states regardless of their membership in other international entities. Since 2022, the Ukrainianisation of the OSCE’s agenda has paralysed its activities across the three security dimensions, namely, political and military, economic and environmental, and humanitarian. <...> 🇷🇺 At the meetings of the OSCE’s decision-making bodies - the Permanent Council and the Forum for Security Cooperation - Russian representatives have been regularly raising the most pressing OSCE-related issues, such as combatting terrorism and drug trafficking, protecting traditional values, countering manifestations of neo-fascism and neo-Nazism, preventing the falsification of history, protecting the rights of ethnic minorities and believers, and ensuring access to information. The participating states must unite their efforts in these areas. The Russian Federation regularly provides objective updates to the participating states’ delegations about the war crimes committed by the Kiev regime, the ongoing all-out campaign in Ukraine to cancel the Russian language and Russian culture, the persecution of the Ukrainian Orthodox Church, and reprisals against the national media. <...> The OSCE’s specific executive bodies, such as the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities (HCNM), and the Representative on Freedom of the Media, continue to see major complaints coming their way. These institutions have repeatedly manifested their political bias. The ODIHR stands out distinctly in this context, as it is known for conducting openly biased monitoring of election processes in the countries that lie “east of Vienna” and making advance preparations for “anticipated” conclusions on their outcomes. The Representative on Freedom of the Media is also known for practicing double standards and conspicuous silence when it comes to unfair treatment of non-Western media within the Organisation’s space. Russia does not see the HCNM paying proper attention to matters of oppressing ethnic minorities. 👉 Given the current state of the OSCE, we can hardly talk about it playing any meaningful role amid the ongoing profound reformatting of the world. The organisation would undoubtedly benefit from close cooperation with formats such as the #SCO, #BRICS and the #CIS, which are operating based on fundamentally new approaches. Europe will eventually have to choose between the US and BRICS Read in full Key points: 💬 Rather than setting out to organize a genuine multipolar system based on mutual recognition of each nation’s core interests, <...> the US proceeded to enhance its exclusive and comprehensive dominance. • This year, at the #BRICS Summit in Russia’s Kazan, the group will for the first time include the leaders of Iran, Egypt, Ethiopia, Saudi Arabia, and the United Arab Emirates. Another major Eurasian institution is the Shanghai Cooperation Organization (#SCO) <...> to be admitted soon. A number of other Eurasian countries, from Turkey to Thailand and from the Malpes to Mongolia, have voiced their intention to join either BRICS or SCO. • To counter that trend among the members of what we increasingly call the World Majority, Washington has raised the profile of NATO in the Indo-Pacific; strengthened its Cold War-era bilateral and trilateral alliances in the Western Pacific, and founded a new one, #AUKUS, in the South Pacific. ❗️ All these multiple arrangements are completely dominated by the US and are aimed at containing and deterring Washington’s designated primary adversaries: China, Russia, Iran, and North Korea – with one overriding goal of defending America’s hegemonic position. • In contrast to that, neither BRICS nor the SCO is dominated by a single power, or a tandem/triumvirate of nations. BRICS’s recent expansion also suggests that it does not aspire to become a version of the West’s G7, as an elitist steering group, or directoire, for the non-Western world. • Neither BRICS nor the SCO is overtly anti-American or anti-Western: their main focus is internal rather than external, and they have their work cut out for them. • The emerging mutual security space within the SCO will make the continent – minus Western Europe, for the time being – far more stable, whether in terms of strategic stability in major-power relations, regional security systems, or the risks of terrorism. ☝️ Eventually, the countries of Western Europe – or far western Eurasia, if you like – will have to make a choice between staying in the US orbit as America’s power continues to shrink, or reaching out east to a vast and vibrant new world next door.

Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats. ⚡️ Following the Security Council’s discussion of the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia (#UNRCCA), the Russian Side, traditionally acting as the informal penholder on this dossier, prepared a draft press statement. However, Western members of the Council, including the US, the UK, Denmark and Latvia, once again insisted on removing from the text a paragraph devoted to UNRCCA’s cooperation with the #CSTO, the #CIS and the #SCO. As a result, the Russian delegation was compelled to discontinue work on the document. ❗️Cooperation with the said regional organizations constitutes one of UNRCCA’s core functions. The positive role of the CSTO, the CIS and the SCO in ensuring stability and development in Central Asia has repeatedly been acknowledged by the UN Secretariat and UN Member States, including the Central Asian Five. The unwillingness of certain Security Council members to accept the realities on the ground, guided by their own narrow self-serving interests, is a clear manifestation of “double standards” and highlights the high degree of politicization underlying such counterproductive initiatives. The Russian Side will continue to promote deeper, depoliticized and professional dialogue between the UN and constructive regional organizations, in strict accordance with the letter and spirit of Chapter VIII of the UN Charter.
