🗓On April 26, Saint Petersburg 🇷🇺 hosted the 20th ASEAN-Russia Senior Officials' Meeting (#ARSOM). 🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. AndreyRudenko🇷🇺 and Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia H.E. Mr. Kung Phoak🇰🇭. 🔹 Participants discussed ways and means of further promoting the ASEAN-Russia Strategic Partnership in political, economic and humanitarian spheres. They agreed to undertake steps to deepen practical cooperation in such areas as science and technology, energy security, education, people-to-people ties and digitalization. 🔹The meeting reiterated shared intention to jointly address challenges and threats, strengthen ASEAN-led regional security architecture in Asia-Pacific. Issues of promoting cross-platform links between #ASEAN, #EEU and #SCO were also on the agenda. 🔹️On the sidelines of the ARSOM H.E. 🎙 Russia's Foreign Minister Sergey Lavrov’s remarks following his visit to Malaysia 📍 Kuala Lumpur, July 28, 2024 💬 Today, we held substantive and constructive talks with Prime Minister of Malaysia Anwar Ibrahim and my colleague, Foreign Minister Mohamad Hasan. 🇷🇺🇲🇾 We discussed all aspects of our bilateral cooperation. It is growing at a fast pace in many spheres, namely between the heads of various departments, including the Foreign Ministry, and parliaments, regional governments, political parties, Islamic organisations, business quarters, as well as analytical and educational centres. In short, we have wide-ranging relations. <...> Malaysia is interested in expanding cooperation in education. About 700 Malaysian students are studying at our universities, most of them at medical departments. Russian and Malaysian universities maintain direct ties. In 2023, they signed over 30 joint documents, in particular, to launch joint educational programmes and projects in the fields of academic mobility, exchanges and the teaching of the Russian and Malay languages. <...> 🌐 We also discussed cooperation on the international stage, primarily at the UN, as well as in #ASEAN. <...> We also exchanged views on regional matters. Just like all ASEAN countries and the Muslim world as a whole, our Malaysian friends are especially concerned about the Palestinian-Israeli conflict and operations in Gaza. We share the opinion that a ceasefire must be coordinated and painful humanitarian issues addressed as soon as possible. Following that, the sides should launch talks on the practical parameters of establishing a Palestinian state. Malaysia expressed interest in strengthening ties with #BRICS. We wholeheartedly welcome and will provide assistance to this as the group’s chair. We talked about the situation in Ukraine and expressed gratitude to our Malaysian colleagues for their balanced and non-partisan stand based on understanding the root causes of that crisis created by the Western efforts to draw Ukraine into NATO and turn it into an “anti-Russia.” ✈️ I have invited my colleague to make a reply visit to Russia. I hope that we will be able to continue our communication soon. 🇷🇺🇨🇳 On January 22, In Beijing, Russia's Deputy Foreign Minister Andrey Rudenkoheld consultations with Assistant Minister of Foreign Affairs of China (with the rank of Deputy Minister) Liu Bin on Russia-China relations, as well as on bilateral cooperation within the Shanghai Cooperation Organisation (#SCO). A substantive exchange of views took place on current issues on the bilateral agenda, including the schedule of political contacts, inter alia in the context of the 25th anniversary of the Treaty of Good-Neighbourliness and Friendly Cooperation of July 16, 2001, as well as various aspects of bilateral dialogue and multifaceted cooperation between Russia and China. The Sides gave a high assessment of the current state of Russia-China ties which, amid a rapidly changing international environment, demonstrate stability, predictability and resilience. Readiness was reaffirmed to continue joint efforts to unlock the full potential of bilateral interaction, including within the SCO framework. 🤝 The talks were held in the traditionally friendly, constructive and trusting spirit inherent in Russia-China relations. #RussiaChina

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation(CSTO) in Minsk. 💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support. In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space. ☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS. I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel. ✅ We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups. ✅ We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking. ✅ The CSTO Coordination Council on Biological Security has launched its work. 🎙 Russia's President Vladimir Putin’sopening remarks at a meeting of the Council of Heads of State of the Commonwealth of Independent States (Dushanbe, October 10, 2025) 💬 President Putin: For over three decades the Commonwealth of Independent States has firmly established itself as an influential regional and integration association. But most importantly, we have managed to do more than just maintain a platform for dialogue; we have developed a common market and a shared humanitarian space. I believe it is profoundly important for the citizens of our states that we have preserved this foundation. We are not only preserving the economic, social, and cultural ties that were forged over our many years as one state, but we are also building upon them, creating a new framework for our partnership. And I believe we have succeeded in this. In terms of our economic cooperation, I can add to the figures just cited by President Tokayev regarding Kazakhstan. Russia’s trade with CIS countries grew by 7 percent in 2024 alone, reaching $112 billion. Furthermore, the structure of this trade is consistently improving – a point of high importance. The emphasis is shifting towards a growing segment of high value-added products. So, I will reiterate: our trade is indeed improving from year to year. Our countries are creating a stable financial infrastructure that is independent of outside influences. 👉 Today, practically all mutual settlements are carried out in national currencies. In the first six months of 2025, their share in commercial transactions between CIS member states amounted to 96%. However, this does not mean that we are refusing to use other payment instruments and currencies. It is just that this enhances our independence and sovereignty. This is an obvious thing, in the present-day world in particular. This makes it possible to expand commodity exchanges, make reciprocal investments, and develop our own capital market regardless of the international economic situation. <...> Import substitution efforts are actively progressing within the CIS. However, as we now recognise in Russia – and I believe this applies to all of us – the goal is not merely to replace something, but to take the lead in certain fields. And not on the periphery of development, but in its key areas. We undoubtedly have the potential to achieve this, there is no doubt about it. <...> An important area of cooperation among the Commonwealth states is the joint fight against terrorism, extremism and corruption. We are making every effort to strengthen collaboration across a broad range of fields, and therefore fully support the documents being adopted today: • an action plan on counterterrorism, • a set of joint measures to protect external borders, • an updated concept for military cooperation, • a statement on combatting transnational crime, • initiatives to counter money laundering obtained by criminal means, and steps to enhance energy security. <...> In 2025, we have all gone to great lengths to mark the 80th Anniversary of Victory in the Great Patriotic War, and almost all our colleagues have already mentioned this in their remarks. 🗓 Russia's Foreign Minister Sergey Lavrovattended the 14th Ministerial Meeting of the Member States of the East Asia Summit (#EAS) and the 31st session of the ASEAN Regional Forum (#ARF) which were held in Vientiane on July 27. During discussions on current issues related to the situation in the Asia Pacific Region, the Russian Minister emphasised the importance of efforts to build an open and indivisible architecture of Eurasian security as one of the foundations of the multipolar international order. Apart from #ASEAN, the #SCO and the #EAEU are making a contribution to its strengthening. ❗️ He also indicated the risks to peace and stability in Asia introduced by NATO and the US-created selective bloc mechanisms. He reaffirmed Russia’s commitment to reinforcing ASEAN’s central role in the regional security system through the build-up of an equitable dialogue and practical interaction. Participants in the EAS meeting discussed preparations for the 19th East Asia Summit scheduled to be held in Vientiane in October 2024. At previous summits, Russia proposed initiatives to create a regional epidemic response mechanism and to secure economic growth in the Asia Pacific Region by promoting tourism cooperation. Russia also suggested focusing on the development of remote territories as a possible option for long-term cooperation. ☝️ The ARF session focused on building up the ARF’s potential in counterterrorism, emergency response, and #ICT security. Russia stressed that it is unacceptable to reformat the ARF mandate, restrict certain member states’ access to its activities, or block mutually beneficial cooperation projects for political reasons. The session approved the ARF’s working plans on countering terrorism and transnational crime for 2024-2026, emergency response for 2024-2027, and a Ministerial Statement on strengthening regional cooperation in ferry service safety. 🤝 The participants also summed up the results of the Russian-Indonesian co-chairmanship of the ARF Inter-Sessional Meetings on ICT security in 2022-2024. A number of practical initiatives to combat cybercrime was implemented during that period.

📢 MGIMO University hosted the second #ASEAN and #EAS Student Model, organized by the ASEAN Centre together with the Southeast Asian Club of the Students Scientific Community of MGIMO and the MGIMO Endowment. This year the ASEAN and EAS model was dedicated to the digital agenda. 🔹️ H.E. Dato' Cheong Loon Lai, Ambassador of Malaysia to the Russian Federation who is currently chairing the ASEAN Moscow Committee 🇲🇾, H.E. Mr. Evgeny Zagaynov, Ambassador of Russia to ASEAN 🇷🇺 and Mr. Andrey Lyamin, Deputy Director-General of the Department of Asia and Pacific Cooperation of the Russian MFA 🇷🇺 addressed the delegates at the opening ceremony. 🔹️Among the distinguished guests at the opening ceremony were H.E. Jose Antonio Morato Tavares, Ambassador of Indonesia to Russia 🇮🇩, H.E. Siphandone Oybouabouddy, Ambassador of Laos to Russia 🇱🇦, and representatives from the diplomatic missions of Brunei 🇧🇳, Cambodia 🇰🇭, Myanmar 🇲🇲, and Thailand 🇹🇭. Dr. Ekaterina Koldunova, Director of the ASEAN Centre, moderated the session. 🔹️This year, the invited keynote speaker for the Model was Dr. Philips J. Vermonte, Dean of Faculty of Social Sciences, Universitas Islam Internasional Indonesia and Senior Fellow at CSIS Indonesia. Dr. Philips Vermonte delivered a lecture on the history of the formation of ASEAN and specifically addressed digital issues. 🔹️For the first time, foreign students from ASEAN countries — Cambodia, Indonesia, Laos, Malaysia, Myanmar, Thailand and Vietnam — participated as delegates in the model. The Russian participants included students from MGIMO, the Institute of Asian and African Countries at Lomonosov Moscow State University, the National Research University Higher School of Economics, the Financial University under the Government of the Russian Federation, and Tomsk State University. 🔹️Over the two days, the delegates moderated ASEAN and EAS summit sessions, presented country positions, and finalized respective joint statements. The organizers also introduced a new symbol of the Model — Vasean the Cat. 🔹️Participation in the Model allowed the students to improve their negotiation and presentation skills, explore the ASEAN Way of decision-making and try on the role of a participant of the ASEAN and EAS Summits. @aseancentremgimo

#Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #ASEAN, #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation 🗓 The 5th ASEAN-Russia Consultations of the High Representatives for Security Issues will be traditionally held on the sidelines of the event. 🚩 The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.

📅 On September 7, Russia's Foreign Minister Sergey #Lavrovattended the 18th East Asia Summit (#EAS) held in Jakarta. During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests. ☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region. He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region. 🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.
