🗓On April 26, Saint Petersburg 🇷🇺 hosted the 20th ASEAN-Russia Senior Officials' Meeting (#ARSOM).
🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. AndreyRudenko🇷🇺 and Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia H.E. Mr. Kung Phoak🇰🇭.
🔹 Participants discussed ways and means of further promoting the ASEAN-Russia Strategic Partnership in political, economic and humanitarian spheres. They agreed to undertake steps to deepen practical cooperation in such areas as science and technology, energy security, education, people-to-people ties and digitalization.
🔹The meeting reiterated shared intention to jointly address challenges and threats, strengthen ASEAN-led regional security architecture in Asia-Pacific. Issues of promoting cross-platform links between #ASEAN, #EEU and #SCO were also on the agenda.
🔹️On the sidelines of the ARSOM H.E. Mr. Andrey Rudenko held bilateral consultations with the heads of delegations of Cambodia 🇰🇭, Indonesia 🇮🇩, Lao PDR 🇱🇦 and Vietnam 🇻🇳.

🗓 On July 26 and 27, Foreign Minister Sergey Lavrovwill attend annual ministerial events held by the Association of Southeast Asian Nations (#ASEAN) in Vientiane. He will take part in foreign ministers’ meetings in the Russia-ASEAN format, as well as within the East Asia Summit (#EAS) and the ASEAN Regional Forum (#ARF).
🌏 ASEAN is currently one of the most successful regional organisations which forms the core of the integration processes in the Asia-Pacific Region. The association has created a solid network of interstate institutions involving the leading world powers, including Russia.
This year, Russia marks 20 years of joining the Treaty of Amity and Cooperation in Southeast Asia (the Bali Treaty). Signed in 1976, it is one of the fundamental documents for ASEAN in terms of ensuring regional peace and stability. Geopolitical tension has been escalating in Asia-Pacific, and against this backdrop our relations with ASEAN serve as an important stabilising factor in the region.
❗️Russia views ASEAN as one of the key partners in the context of carrying out the initiative to build a Eurasian security architecture as set forth by President of the Russian Federation Vladimir Putin.
The agenda of the July 26 #RussiaASEAN ministerial meeting covers cooperation matters in all their aspects, including politics, trade and economics, as well as social and cultural affairs within the framework of the five-year Comprehensive Plan of Action to Implement the Association of Southeast Asian Nations and the Russian Federation Strategic Partnership, as approved by the leaders in 2021.

📈 In 2023, Russia’s trade with ASEAN countries increasedby 14.6 percent to almost $22 billion. Accumulated investment by ASEAN countries in the Russian economy reached $3.5 billion in the first nine months of 2023, while Russia invested a total of $11.5 billion in Southeast Asia.

Russia has coined a range of #EAS initiatives. They include creating a mechanism of pan-regional cooperation on countering epidemics and restoring economic potential by stimulating tourism. ASEAN has supported our idea of strengthening the resource of civic responsibility by improving cooperation between volunteer movements.
We consider the #ARF as one of the key platforms for discussing topical issues of the regional agenda, developing measures of mutual trust and preventive diplomacy, and boosting non-politicised practical cooperation in security.
During the forum’s 31st session on July 27, we will thoroughly discuss countering new threats and challenges, combating terrorism and transnational crime, disarmament and non-proliferation of weapons of mass destruction, and ensuring security at sea. We will summarise the results of #RussiaIndonesia co-chairmanship in the Russia-ASEAN Forum on the Safe Use of Information and Communication Technologies in 2022-2024.

💬 The world is going through dramatic transformations in many areas. It is clearer than ever now that the expansion of global drug trafficking is a common threat and fighting it is our joint responsibility.
🤝 We welcome the determination of individual groups of countries and associations such as Central Asia and #ASEAN to create drug-free regions.
We note with satisfaction that in recent years the #SCO has significantly built up its drug-combating capacity and continues to build, in conjunction with the #CSTO, the #CIS and CARICC, a barrier on the northern route that is used for smuggling Afghan drugs to Europe.
⚠️ Unfortunately, not all states are willing to act responsibly when it comes to fighting drug abuse. For several years now, we have been witnessing a small group of Western countries acting as if they are entitled to not follow the corresponding conventions. Today, we are talking not only about legalising supposedly less harmful cannabis, but also about lifting bans on the use of dangerous substances such as methamphetamine and heroin.
Everyone can see the results of this thoughtless policy of permissiveness. It is no coincidence that these countries are faced with an opioid crisis involving an unprecedented number of fatalities.

🗓 Every year on August 8, the ten member countries of the Association of Southeast Asian Nations (#ASEAN) mark ASEAN Day. This date was approved by the ASEAN Standing Committee at its annual meeting in May 2005.
🌏 ASEAN was founded in Bangkok on August 8, 1967, by Indonesia, Malaysia, Singapore, Thailand, and the Philippines, which signed the so-called Bangkok Declaration. Later, this regional organisation was joined by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and Cambodia (1999).
ASEAN is one of the most successful regional organisations. It has a broad network of various intergovernmental associations involving Russia and other leading world powers: the East Asia Summit (#EAS), ASEAN Regional Forum (#ARF), and ASEAN Defence Ministers Meeting-Plus (#ADMMPlus).
☝️ Promoting ties with ASEAN is Russia’s key foreign policy priority in Asia. The Russian Permanent Mission to ASEAN has been based in Jakarta since 2017. In 2018, Russia-ASEAN relations reached the level of strategic partnership, resulting in closer coordination on current global and regional issues with the ten member countries at leading multilateral venues, including the UN.

🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues.
Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #ASEAN, #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations.

🗓 The 5th ASEAN-Russia Consultations of the High Representatives for Security Issues will be traditionally held on the sidelines of the event.
🚩 The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.
🤝 On September 10, Foreign Minister Sergey Lavrov met with Secretary-General of the Indian Ocean Rim Association (#IORA) Salman Al Farisi in Moscow.
During their conversation they considered key issues on the IORA agenda as well as promising areas of interaction in terms of further involvement of Russia, which was granted the Dialogue Partner status in 2021, in the association’s practical activity. The Association Secretariat expressed an interest in Russian approaches to the sectoral areas prioritised for this platform: maritime cooperation, tourism, blue economy, fishing and environmental protection.
The minister made an emphasis on the importance of IORA’s applied potential in the context of deepening multilateral cooperation in a broad transcontinental space, involving such systemically important associations as the #SCO, #EAEU and #ASEAN.

The 13th International Meeting of High Representatives for Security Issues concluded in Moscow. The three-day international dialogue chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu held at Rossiya National Centre was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organisations.
Foreign Minister Sergey Lavrov took part in the plenary session, during which 60 speakers delivered their remarks. The Minister shared his assessments of the Ministry’s performance amid dynamic global processes.
The Russian delegation held over 80 bilateral meetings, while foreign representatives held more than 40 bilateral meetings among themselves. Multilateral meetings were held in BRICS, the SCO, the CIS, and Russia-ASEAN formats. A briefing was organized for delegations from African countries, while an expert seminar on global security issues took place as well.

Today, Comrade President and I have adopted a statement that supports the principles of the Russian-Vietnamese comprehensive strategic partnership and announces new guidelines for our joint work in the future.
☝️ I would like to mention the tangible benefits our friends have derived from the Free Trade Agreement with the Eurasian Economic Union. Enacted in 2016, it has since then vastly promoted growth in Russian-Vietnamese trade through favourable conditions for access of goods and services to each other’s markets, also fostering investment, technology exchange and innovation.
Equally important is that our countries are consistently pursuing the transition to settlements in national currencies and striving to create sustainable channels of cooperation in lending activities and banking.
⚛️ A strategic point of our bilateral cooperation is the energy sector. <...> Russia and Vietnam have excellent opportunities for cooperation in renewable energy. <...> Another promising area for expanding bilateral cooperation is nuclear energy.
We consider our cooperation on the Vladivostok – Ho Chi Minh City maritime transport corridor, a large-scale infrastructure project, to be highly promising. Since its opening in 2022, this corridor has facilitated regular cargo shipments with container ships operating on a weekly basis.
Currently, more than 3,000 undergraduate and postgraduate students from Vietnam are studying in Russian universities.
🤝 Russia's and Vietnam's respective stances on these issues are largely in accord or closely aligned. Our countries remain committed to the principles of the rule of international law, sovereignty, and non-interference in countries' domestic affairs. They coordinate their efforts on key international platforms, including the UN, as well as within the #RussiaASEAN dialogue and at summits in East Asia.
During our discussion on the situation in the Asia-Pacific region, we expressed mutual interest in building a strong and reliable security architecture in the Asia-Pacific region based on the principles of the non-use of force and peaceful settlement of disputes, with no room for closed military-political blocs.
