In Beijing, he was received by President Xi Jinping and held talks with Minister of Foreign Affairs Wang Yi. Strategic Partnership at a Historic High President Xi Jinping spoke highly of the unprecedented level of bilateral relations, built over more than three decades and anchored in the Treaty of Good-Neighbourliness, Friendship and Cooperation (July 16, 2001), which has consistently guided Russia–China ties. Sergey Lavrov conveyed warm greetings from Vladimir Putin and emphasised the central role of leader-level diplomacy in ensuring steady and comprehensive development of bilateral cooperation. It underscores your personal attention to the development of mutually beneficial strategic relations with Russia, as well as to the agenda that will be discussed at the next summit during the upcoming visit of President Vladimir Putin to China. Yesterday, my colleague and friend Wang Yi and I held very detailed discussions on preparations for this major upcoming visit. Thanks to the diplomacy of the two Leaders – yourself and Vladimir Putin – our relations continue to demonstrate a high degree of resilience amid the upheavalsthat have engulfed the modern world both economically and geopolitically. Regrettably, these contradictions are increasingly taking on a military dimension. The President was also briefed on the use of AI in medicine, industrial production, sports and new approaches to drug development. Key Messages from President Putin Russia’s Strategic AI Sovereignty 🇷🇺 “Russia must have a full suite of national generative AI technologies – from fundamental language models to industry-specific solutions. This is a matter of technological and value-based sovereignty.” The President stressed that AI systems shape information flows, values and worldviews, and therefore Russia must avoid any dependence on foreign platforms. National AI Models and Full-Cycle Competencies Vladimir Putin emphasized the creation and training of Russian foundational and small language models, fully controlled by domestic specialists throughout all development stages. This work will strengthen the national engineering school and expand competencies across the entire AI pipeline. Infrastructure: Data Centers, Computing Power, Energy The President underscored that generative AI requires massive computational resources and stable energy supplies. 🇷🇺Russia plans: • A national program for AI-oriented data centers • Accessible computing for startups and research institutions • Deployment of small modular nuclear power plants and floating nuclear stations to support AI infrastructure • Construction of 38 new nuclear energy blocks in the next two decades National Plan for Generative AI Adoption Vladimir Putin instructed the Government and regional leaders to prepare a country-wide plan for the adoption of generative AI in all key sectors of the economy by 2030. The goal: 💼 AI contribution to GDP to exceed 11 trillion rubles by 2030. Starting March 2026, ministries and regions must submit data on AI usage. 📊 AI integration levels will become a core metric of the national Digital Transformation Ranking. ⚡️BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following the Military Strikes on the Territory of the Islamic Republic of Iran (June 24, 2025) 📃 We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East. In the face of rising tensions with unpredictable consequences for international peace and security, as well as for the world economy, we underscore the urgent need to break the cycle of violence and restore peace. We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means. ☝️ We express serious concern over any attacks against peaceful nuclear installations, which are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency. Nuclear safeguards, safety and security must always be upheld, including in armed conflicts, to protect people and environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges. Civilian lives must be protected, and civilian infrastructure must be safeguarded, in full compliance with international humanitarian law. We extend our sincere condolences to the families of the victims and express our solidarity with civilians affected. Guided by the principles enshrined in the United Nations Charter, #BRICS remains committed to promoting international peace and security and to fostering diplomacy and peaceful dialogue as the only sustainable path toward long-term stability in the region. In this regard, we also reaffirm the necessity of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in line with relevant international resolutions. ❗️ We call upon the international community to support and facilitate dialogue processes, uphold international law, and contribute constructively to peaceful settlements of disputes for the benefit of all humanity. 🎙 FM Sergey Lavrov’s remarks at the reception on Africa Day (Moscow, May 26, 2025) 💬 Sergey Lavrov: Each year in May, we traditionally convene at the Foreign Ministry Mansion to mark Africa Day — a commemoration that holds profound significance not only for Africans but for all humanity. This date symbolises the surmounting of a colonial past and embodies the unwavering resolve of African peoples in their quest for freedom and justice. <...> This year is marked by the 80th Anniversary of the end of the Great Patriotic War and the Second World War, as well as the 65th Anniversary of the UN Declaration on the Granting of Independence to Colonial Countries and Peoples. This is emphasised in the message from President of Russia Vladimir Putin. These epoch-making events are closely interconnected. On May 10, 1945, in a congratulatory telegram to the head of the Soviet government, Joseph Stalin, Emperor Haile Selassie I of Ethiopia remarked: “This victory, bringing us the end of the most savage tyranny the world has ever known, has ushered in the threshold of an era of greater happiness and justice for all peoples threatened with annihilation.” ☝️We remember and honour the hundreds of thousands of Africans who fought in the armies of the anti-Hitler coalition, hastening Victory. In turn, the defeat of Nazism galvanised the national liberation movement, accelerating the collapse of the colonial system. Our nation made an immense contribution to the decolonisation process, grounded in one of the UN Charter’s key principles — the right of nations to self-determination. For many years, we selflessly supported Africans in their struggle for freedom and independence, consistently aiding the formation of young states and their comprehensive socio-economic development. Today, Russia continues to foster the strengthening of Africa’s position as a unique and influential centre of global development. In particular, we support African aspirations to secure a permanent ‘seat’ within the UN Security Council. We will further assist interested African nations in enhancing their defence capabilities, countering terrorism, and ensuring food and energy security. In recent years, the African continent, asserting itself as one of the pillars of a sustainable multipolar world order, has achieved impressive results. Such progress has largely been made possible by the collective will of Africans to address shared challenges and pursue common goals. В ней автор подробно разбирает, почему Международный уголовный суд (МУС) утратил доверие и перестал выполнять свою основную задачу – привлечение к ответственности за тяжкие международные преступления. Основные тезисы: ▪️ МУС давно стал инструментом геополитического давления, действующим в интересах коллективного Запада. ▪️ Суд демонстративно игнорирует преступления, совершённые гражданами западных стран и стран НАТО, сосредоточиваясь на удобных «мишенях» – преимущественно в развивающемся мире. ▪️ Особый цинизм – в попытках выписывать ордера на арест действующих глав суверенных государств, включая Президента России.
