@RusEmbMalta Press Release Russia-China Talks: Key Outcomes of Sergey Lavrov’s Visit to Beijing (April 14–15, 2026) On April 14–15, 2026, Russian Foreign Minister Sergey Lavrov paid an official visit to the People’s Republic of China. In Beijing, he was received by President Xi Jinping and held talks with Minister of Foreign Affairs Wang Yi. Strategic Partnership at a Historic High President Xi Jinping spoke highly of the unprecedented level of bilateral relations, built over more than three decades and anchored in the Treaty of Good-Neighbourliness, Friendship and Cooperation (July 16, 2001), which has consistently guided Russia–China ties. Sergey Lavrov conveyed warm greetings from Vladimir Putin and emphasised the central role of leader-level diplomacy in ensuring steady and comprehensive development of bilateral cooperation. Broad International Agenda During talks with Wang Yi, the sides conducted an in-depth exchange on key global and regional issues, including: • the situation around Iran • the Ukraine crisis • developments in Latin America Particular emphasis was placed on strengthening coordination between Moscow and Beijing within major multilateral platforms: #UN#UNSC#SCO#BRICS#APEC#G20 The ministers also addressed issues of peace and stability in the Asia-Pacific region, as well as cooperation in the post-Soviet space. The discussions were held in a friendly, trusting and constructive atmosphere, reflecting the maturity of Russia–China relations. Key Messages from Minister Lavrov: Following the visit, Sergey Lavrov outlined a number of strategic assessments: • Russia and China oppose attempts by the West to preserve or “renew” global dominance rooted in historical practices of control and unequal governance • Eurasia is emerging as a central arena of global competition, amid NATO expansion efforts and increasing militarisation within the EU • Russia–China relations are “unshakable in the face of any storm” and contribute to strengthening a more balanced international system based on the United Nations Charter • Russia is ready to help address global energy and supply challenges on the basis of equal and mutually beneficial cooperation • Escalation in the Middle East must be assessed through root causes, including external actions that have contributed to rising tensions around Iran • The West continues to apply international law selectively, as illustrated by contrasting approaches to Kosovo and other regions • Russia supports inclusive infrastructure and connectivity projects, including those aligned with China’s Belt and Road Initiative • Dialogue, rather than coercion, remains the only sustainable basis for resolving international disputes Summary The visit confirmed the depth and resilience of the Russia–China comprehensive partnership, their shared commitment to a multipolar world order, and readiness to further enhance coordination across key international platforms. It underscores your personal attention to the development of mutually beneficial strategic relations with Russia, as well as to the agenda that will be discussed at the next summit during the upcoming visit of President Vladimir Putin to China. Yesterday, my colleague and friend Wang Yi and I held very detailed discussions on preparations for this major upcoming visit. Thanks to the diplomacy of the two Leaders – yourself and Vladimir Putin – our relations continue to demonstrate a high degree of resilience amid the upheavalsthat have engulfed the modern world both economically and geopolitically. Regrettably, these contradictions are increasingly taking on a military dimension. 🇷🇺🇨🇳📞 On February 24, President of Russia Vladimir Putin and President of China Xi Jinpingheld a telephone conversation. Vladimir Putin and President of the People’s Republic of China Xi Jinping engaged in an in-depth exchange of views on the current issues regarding the further development of the comprehensive partnership and strategic cooperation between the two countries. They discussed ways to expand mutually beneficial cooperation in the economy, trade, investment, culture, education, and sports. In addition, the Leaders reaffirmed the schedule of upcoming meetings at the highest level in the context of the celebrations of the 80th Anniversary of Victory in the Great Patriotic War, the upcoming summit of the Shanghai Cooperation Organisation, and festivities in Beijing to mark the 80th Anniversary of Victory over Japan and the end of World War II. Vladimir Putin informed his counterpart about the recent Russian-American contacts (1, 2, 3). The President of China expressed his support for the dialogue initiated between Russia and the United States, as well as China’s readiness to help find ways to settle the Ukrainian conflict peacefully. The two Leaders emphasised that the Russian-Chinese political ties are an essential stabilising factor in global affairs. In 2024, we marked 75 years of our diplomatic relations and the 75th anniversary of the People’s Republic of China. Despite the fundamental shifts underway in the world due to the rise of a multipolar world, some factors have not changed for decades. Russia and China remain responsible for the present and future of humanity. We will continue working together to implement this challenging mission, settling the problems we inherited from the past, which I would like to dwell on in greater detail. Read the article in full Key points: 🔹 The Western civilisation has always tried to impose its will on external players throughout its history. Its most effective method was not inflicting a direct military defeat on them, which Europe could seldom accomplish due to the permanent shortage of material and human resources. It employed a much simpler strategy of destroying the existing power structures from within and by proxy. The Western world tried to prevent people from joining forces to repel the enemy, and to incite rivalry and dissent among them. <...> The ultimate form of such policy is the divide et impera – divide and rule – principle. 🔹 The current-day Anglo-Saxon powers have long devised and implemented strategies to encourage separatism for all those who oppose their aggressive meddling in the internal affairs of states worldwide. 🔹 Western forces are acting against us according to the same hypocritical principle of “divide et impera.” Their establishments and Ukrainian ideologues are persistently attempting to apply the Taiwanese, Hong Kong, and other experiences (including Manchukuo) in Ukraine. Their aim is to demonstrate that Russians and Ukrainians are as disparate as possible, to sever Ukraine from Russia, to sow discord, and to create ethnic divisions. 🔹Russians and Ukrainians are one people. Historical attempts to drive a wedge between us are utterly unfounded and criminal. All those Vygovskys, Mazepas, Skoropadskys, and Banderas, throughout different eras, found themselves dashed against the pan-Russian wall. It will be no different now. 🔹 In addition to the unfettered supply of arms to Taiwan, there is a deliberate tendency to turn a blind eye to the efforts of the Taiwanese administration to “de-Sinicise” and “Taiwanise” the island. This is achieved through the implementation of policies aimed at fostering the so-called Taiwanese identity or Taiwanese consciousness – encouraging the self-identification of its inhabitants as “some kind of Taiwanese detached from their roots” and not Chinese. 🔹 The classical principle of Western 'civilisers', “divide et impera,” inflicts untold suffering and hardship across the globe, serving as a source of numerous ethnic and socio-cultural conflicts, as well as pervasive economic inequality. The history of Russian-Chinese relations spans centuries, but October 2, 1949 holds a special place in it. On the second day after the founding of the People’s Republic of China, the Soviet Union recognised the New China and established diplomatic ties with it. In the early days of China as a fledgling state, the Soviet Union provided substantial support to it. Over the decades, the bilateral relationship has faced numerous strength tests, but, most importantly, we have shown strategic wisdom and perseverance. We succeeded in building an exemplary model of relations between neighbouring great powers rooted in neighbourliness, friendship, and cooperation. Russia has invariably placed high importance on strengthening cooperation with its great neighbour. Key points: • Today, Russian-Chinese cooperation has evolved to become a comprehensive partnership and strategic interaction on the cusp of a new era. According to our leaders, bilateral relations have soared to an unprecedentedly high level and never stop to be enriched with new content. ☝️We firmly believe that Russia needs a prosperous and stable China, just as China needs a strong and successful Russia. • In this day and age, as the world is undergoing truly tectonic shifts caused by the emerging multipolar international order, the Russia-China strategic partnership serves as a balancing force in international politics and contributes directly to the economic growth and the well-being of the people in both countries. • It is gratifying to note that, despite various restrictive measures imposed by the United States and its allies, the economies of Russia and China continue to grow dynamically. That event had a profound impact on our bilateral relations and on development of modern China and our interstate ties. As per our agreement, we hope to see President of the People’s Republic of China Xi Jinping at the upcoming BRICS summit. I propose holding a bilateral meeting during that event. Thanks to our joint efforts, relations between China and Russia have reached an unprecedented level. We attach great importance to interregional cooperation. I hope that during our meeting today and our work at the Eastern Economic Forum tomorrow, we will have the opportunity to explore and identify new areas for cooperation. We are grateful to the President of the People’s Republic of China for sending such a substantial delegation to this forum. 🗓 Today, on June 5, the XXVII St. Petersburg International Economic Forum has kicked off. The main theme of the event is "The Formation of New Areas of Growth as the Cornerstone of a Multipolar World". Over the years, the Forum has become the world's leading platform for the business community to communicate and discuss key economic issues facing Russia, emerging markets and the world as a whole. 👨💼👩💼 More than 17,100 people from 136 countries and territories, as well as 3,400 media representatives are participating in SPIEF-2024. The plenary session of the Forum will traditionally be addressed by Russia's President Vladimir Putin, who has previously sent greeting to the participants, organisers and guests of the St Petersburg International Economic Forum. The SPIEF-2024 business programme consists of four thematic tracks: 🔹 The Transition to a Multipolar World Economy; 🔹 Goals and Objectives of Russia’s New Economic Cycle; 🔹 Technologies for Leadership; 🔹 A Healthy Society, Traditional Values and Social Development: The Priority of the State. The programme includes more than 150 thematic sessions with over 1,000 moderators and speakers. In addition, events organised by the Russian Foreign Ministry will traditionally take place on the margins of the SPIEF: • On June 7, Foreign Ministry Spokeswoman Maria Zakharova will hold a briefing, as well as a session on "International and National Experiences of Artificial Intelligence Regulation: Best Practices"; • On June 8, The International Affairs, a magazine published by the Foreign Ministry, will hold a debate titled "Polycentricity: The Norm of a Future World without Colonies and Hegemons". 🤝 The programme of events of the SPIEF-2024 international track includes more than 10 business dialogues, including formats EAEU-ASEAN, #RussiaAfrica, #RussiaLatinAmerica, #RussiaChina, #RussiaSouthAfrica, #RussiaKazakhstan, #RussiaIndia, #RussiaIran, #RussiaBrazil and other bilateral meetings.
